Me most use Internet shops for some days but all places I have been forced to go is like going back to the 70's.. All equipment is is so old, internet speed is like you are new born..
There most be some places that are fresh and updated so we are in IRL about online I mean..
Will be really thankful if there are some descent places you can share and do!!
All best and sorry if me is complaining but do far I feel like dead man walking..

Good, "fresh" (I'm just guessing at what that might mean) internet cafes started disappearing about 6 years ago when mobile data and devices stared becoming much more reliable and cheap.
What are you trying to do that would require you to go to an internet cafe? Do you have a smart phone or WiFi enabled laptop? What area in Phnom Penh?
Almost everywhere I go that caters to foreigners and/or middle-class Khmers, has free WiFi.
Even the little beggar kids on the riverside have smart phones with 3G or 4G now. Cellcard is selling a SIM with $250 "worth" of voice and data (2GB) service for $1, good for 1 week before needing to top-up.
Tell us more, then maybe we can help more.

Depending on your requirements perhaps looking at coworking spaces is an option. I contacted Emerald, one of the spaces listed below, which has a total of 100Mbps portioned out to individual users at speeds of 3mbps up and 3mbps down. Perhaps one of the other facilities can offer you what you need.
I'm not in PP so I'm not sure how many of these spaces are still operating.
