i just heard that they changed back the law so children under 12 require a visa but it is free.

does anyone know if that is correct?

That websites information is way out of date and a lot of the info provided is incorrect and has been for years (ie. The VOA prices are incorrect and have been for several years).

As of Sept 2016, all children's visas and EOS's cost the same as adults, unless they have changed this very recently. I'm calling nothing but a rumour until we see something official.

i asked the agent i always use and he said exactly the same thing. starting to add up what with work permit and all.
