I bought a nice motorbike in Sihanoukville for a couple hundred USD,
the seller assured me everything is fine with the papers and that I need to stop worrying. Some papers were filled out, I have no idea what.
Left the bike with some khmer friends when I left the country, they wanted to do a trip to Phnom Penh and on the way police stopped them and
confiscated the bike. They said the tax had not been paid on it. I don't know what this means exactly.
Anyone know how to officially purchase a used motorbike in Sihanoukville, have it registered to my name and make sure all taxes are paid?
How much are the taxes, and do I need a long term visa to be able to register it?

It’s a fair chance the bike wasn’t confiscated and you are being played.
If confiscated maybe find out by which police and how to get it back ($$$).
If they say you cannot you are being taken by your friends.

I know for a fact that it was confiscated, the police did pay them about 70% of what I bought it for, so it wasn't such a tragedy.

I imagine the moto did not make it to the official place these things go.
I know he's not lying because he really needed the moto himself, and sold his old moto because of this,
so he ended up without a motorbike. Also if he was lying he would not have given me the money.
Just got some info today that motorbikes that don't have the tax paid can be under 300 usd, while those
that have the tax paid are 500+

At best - assuming you have been given the whole "70%" - your friend(s) have sold your bike, on your unwitting behalf, and taken a 30% commission.florian wrote:That's correct. What did you do with the papers that came with the bike?Did you also give those papers to your friend? Did you get any paperwork besides a thumbprinted recipt? Registration card, for example. Did the bike have plates? Were those plates Vietnamese?
Its entirely possible that the bike didn't have import tax papers, but cops don't buy bikes from droogs at traffic stops, they impound the bike and give you a receipt to come get it once you've paid your taxes
As for your question, buy a new bike from a dealer and have them assist you to register it, or buy an already registered bike with valid plates, registration card, and an import tax receipt. There's threads galore in the bike and car forum on the subject.
