Better to do it via eLance.com surely- locally you’d be way more expensive than the plethora of Khmer IT developers.

It is true that there are some extremely good developers for the usual web development, mobile app, and java stuff, and IT types for cisco, networks etc, but there are plenty of gaps, and anyway the really good ones aren't "a tenth the price".
But the problem with Cambodia is as above; people think everything should be a tenth the price, so even skilled locals look for international contracts when they can.

With all due respect, that is very obviously nonsense. There's some truth in it as far as run of the mill, mainstream IT skills are concerned, but go beyond that and you will quickly find that Cambodia's talent pool is quite limited - and I'm mostly talking about the number of talented and properly educated (or experienced) IT people here, not about any individual's skills which can indeed be just as impressive in Cambodia as anywhere else. You won't get those for cheap though, not in Cambodia and not anywhere else, because they can and do move wherever the best opportunities open up. You work (or used to work) for Wing, so let's just use that as an example - look at Wing's website and their apps. The website is mostly useless and a catastrophe by any standard. I cannot comment on the iOS app, but the Android app is quite decent and gets the job done, for the most part - hardly world class though! Now, keeping in mind that Wing's offerings are superior to most I've seen from other companies based in Cambodia, if there's any outstanding IT talent that's available at a tenth of the price, it must be very well hidden. And that is just web and app development (i.e. hardly what the top of the crop usually get involved in) - in other IT fields it even looks much worse.
