Making a police complaint.
Does anyone know what the procedure entails and is it worth it to recover money?
Basically I am owed my security deposit, not a huge amount but it's the principle of the matter as I've recently found out the person has done this twice before. I have all the documentation (security deposit) and 14 emails stating he would have my money 'next week' with no result.
I've been careful not to get confrontational or make him 'loose face'. It has been ongoing for 4 months.
I have mentioned making a police complaint and he insisted 'it's not necessary, you get your money' which was over 1 month ago.
I'm polite, he's polite, but I think he's actually trying to get me to be nasty or physical which would be to his advantage. Not falling for it.
Again, it's the principle of the matter, if I don't do anything he will continue to do this to others.
Any pointers/advice appreciated.

Thanks Spigzy, I won't be spending another 200 to 'maybe' get back my 400 with no guarantee...and their cut, bad odds.
See what eventuates as he msg'd recently 'have money on 10th for you from renter, ok brother?'...which he stated 5 times before.

I think you are being too concerned with his loss of face rather than your own. You look like the fool in their eyes for letting someone screw you for 4 months on money owed. Maybe it wouldn't be fair for you to escalate if the guy had asked politely for some time to pay you back, but since he keeps saying, don't worry he's going to pay you... but doesnt then he is screwing with you. Don't worry about saving face for him, stand up for yourself and file the report with the sangkat/cops if you think it will help you get your money back. If you have 4 months and 14 Emails with him saying he will pay you then what is he going to say when its taken to a higher level? Nothing other than paying you what he agreed to would save his face... and by doing it that way its on him, not you. Most Khmer would never wait 4 months for money owed without causing a ruckus and they know more about the mysterious "face" game than any foreigner.

Just remind him, you saw ghosts, when living there and you will report that to the current and subsequent tenants, unless he immediately returns the deposit as a ghost-keep-quiet satisfaction payment. Don't you have a Khmer partner or friend you can send in your place who wouldn't have the same restraint?

Did you go through a letting agency? Maybe worth passing the info to them, presuming you didn't break the contract. Is there a reason they are declining the refund? Breakages? Damage? Dead hookers etc....
As has been mentioned the reality is the money is gone if Mr Bong Thom decides not to refund, it would cost you three times as much to get the 400$ back via police/courts and take up to a year. As I mentioned before about the agency I have never lost any money on deposits when dealing via an agency. The one time I didn't use one was the one time I didn't get it back, and just had to suck it up

I have his photo sent from one of the tenants and will mention that I can post my grievance/picture on many ex-pat sites including trip advisor and Blacklist Cambodia/Scammers page etc. That's big face loss, especially as he's on FB.
