Sorry for dragging this one up again!
When we did this for our kids we did it leaving and returning at PNH by air and it was all fairly straight forward.
But this time we are trying to help a nephew, whose French father died last year. We are trying to get the kid to France for a holiday in the summer. Unfortunately, Air France only have the child-minding service available from Saigon, not PNH. So we are looking at options whereby my wife can escort him on the first leg of the journey out as far as Saigon, and on the last leg back.
So the question is, if she goes overland by driving to Bavet, can the exit visa be used there, and can the K visa be issued there when the kid returns? Or can these things only be done at the airport?

Good point, but he only has a French passport at present.
He is presumably entitled to a Cambodian one as well, but I expect the French family are keen for him to use his French one and get that K visa in there at the earliest opportunity.

I am not sure about this, and I hope someone with real experience in this speaks up. However, it would seem to me that the best bet is to get the Cambodian passport, and exit and enter on that. (And with that passport he can get the K visa in his French quite easily.)
Getting the exit stamp might be difficult, as he will have been here for several years without a visa. It may require a visit to the immigration office beforehand.

Exit Visa can only be obtained at the DoI in PP. It is valid for 7 days from date of issue and can be used at all borders, land and air. There will be no problem obtaining this as he is a Cambodian Citizen.
Technically the K-type visa is available from all border entry points, however I would strongly advise returning via air if possible just to be on the safe side.

2. We can get him his Cambo passport. In which case he could exit Cambo and enter Vietnam at Bavet on his Cambo passport. Leave Vietnam on his Cambo passport. Then enter France on his Froggy passport.

I’ll be getting my kids the K Visa in the states. My son already has the Cambodian passport as well but K Visa being free I’m just doing it since I’ll be sending my daughters in anyway.

And that brings another option, if the stay is long enough just get the K Visa in France at Cambodia consulate?
It says for USA Cambodia consulate I have to send birth certificate that shows one Khmer parent.

@GMJS-440...They were issuing K-type Visas in country directly at the DoI for a while, but it appears they've put a stop to that and are back to only issuing them on arrival.
@Slavedog ...personally I'd recommend getting the Cambo passport, very simple process which can be expedited if needed in a hurry. Saves fking around with Exit Visas and K-type Visas.

So if my son has his American passport (we live in America, he was born here and my wife is Khmer) then we could skip the exit visa and K visa process if we just get him a Khmer Passport?

My daughter was born in the USA, got the Kvisa. No need for exit visa, kvisa inside US passport valid for same period passport is. Didn’t bother with Cambodia passport. No issues on our visits to Cambodia.
