I’ve been here in Khmer New Year in the past, with no inconvenience or disruption to daily life.
This year may be different. And, I prefer to err on the side of caution. Does anybody have any news about what will be open then? I’m talking about having enough food & water to live on- from markets/supermarkets- during the New Year time here.
I read that it starts on 13/4 ( Monday) and goes to 16/4 (Thursday). Are those the dates the public actually follows?

In one sense Khmer New Year (KNY) 2020 has already started in that with the progressive closure of the textile, clothing and footwear factories those workers laid off indefinitely and without pay, or sufficient pay to remain in Phnom Penh, are already starting to return to their homelands.
Also, I know of one very successful stall holder at Psar Chas market in Siem Reap who I was talking to on Skype the other day who, due to lack of tourists spending in the market, closed her stall when the school closures were announced and is now at home with her children. It is my suspicion that this situation may be being replicated to some extent in Phnom Penh and Battambang.
Likewise, many vendors at the Phnom Penh Night Market are finding it just not worthwhile setting up shop due to the near total lack of Cambodian customers let alone tourists spending any money at the market. Or when they do set up, simply close at 9 PM instead of the more usual midnight and go home.
Social distancing requirements and stronger enforcement of Corvid-19 related regulations, in the event of an Emergency Law being passed, will probably mean the closure of large malls which are often very popular during KNY.
But to address your question, the official holiday dates have never meant the extended dates either side of those dates during which services are frequently not available as normal.
And another actual example is a friend in Kratie who, in anticipation of emergency laws possibly restricting local market operating hours or even closure of those markets for a period, immediate purchased another Karong (50 Kg) of rice before she actually needed to as a precaution.
So having a few days extra non-perishable supplies many not be such a bad thing for this KNY.
Personal thoughts.
I should add however, that for as far as I can remember I have always been in Cambodia in April for Khmer New Year and the ANZAC Day Dawn Service at the Australian Embassy, but this year I am stuck in Sydney for the same reasons as most Australians who would normally be travelling. Boring.
