In Cambodia, I've always found them welcomed.
Unsure as to why you would say different.

I've bought stacks of them to bring over here as gifts before. I then started to use them to tip people in the U.S. and they were always a great hit. People (even Americans) get really happy when they see them for some reason, and people love giving them to kids as gifts. Often I would tip someone and then they would ask if I had any more that they could buy from me.
