So here's the gist, I'm here on about a year old T visa. No luck getting it fixed and tea money looks about the same as quarantine money. Keep running in to jurisdiction this jurisdiction that from the embassy and government. Told "if you want new visa just go and come back". easier said than done. Anyways my son is due to be born in about two months. I need an offical birth certificate for his US citizenship paperwork with both mother and my name on it. I think in PP i may get shaken down for the paperwork. I can get it for very little in my fiance's hometown. Will having hospital birth paperwork in PP and brith certificate for somewhere else throw up red flags at the embassy?
Your visa status is irrelevant.
After the birth you've 30 days to get a Sangkat birth certificate using the hospital/clinic issued Khmer certificate (it’s not officially a birth certificate).
You’ll need a Carnet de residence for everyone, your wife’s family book plus your passport and go to the Sangkat where your kid was born.
Alternatively go to your wife’s Sangkat and pay some tea money to the local chief to sort out both the residency and birth certificate, as your wife and family will inevitably know him well.
You’ll then need to go and get an official translation (Pyramid or First Class in PP).
Triple check your name is correct and it states your nationality.
They may say you have to be married. Load of bollocks.
If you get any grief go to the Department of Identification n PP.
Good luck and congrats.
(Regarding your T visa. You will still have to leave and return to change it to an E, when the amnesty finishes)

Not all countries recognize these translations as "official", maybe US do?
Official recognize translation, signature and stamps can only get from Ministry of Foreign Affairs.

Just to add to YTP's post, in which he has provided accurate information...
1. You have 30 days to register the birth and apply for official Cambodian birth certificate for free.
But, as with most Sangkat administrative tasks they will try and milk the applicant for extra tea money, especially when a foreigner is involved.
2. There is ZERO requirement for the couple to be married in order for the birth cert to be issued with both parents names included on it...this is a legal right. If the Sangkat refuse its either because they are trying to milk more money out of the applicants, or they just don't have a fucking clue. Try presenting them with a copy of the Prakas on Marriage & Family and the Sub-Decree on Civil Status (Khmer version) with the relevant sections highlighted. If that fails, then contact the Department of Identification, they have successfully helped dozens of Cambodian/foreign couples that I have advised to successfully obtain their children's birth certs.
3. Once you receive the birth cert, have it professionally translated, if there are any errors then take it back to the Sangkat to have corrected. As most of you are aware, errors on official documents can create problems with future Sangkat or other official administration tasks, ie. applying for passport.
Rinse and repeat as many times as necessary.
All translation services in Cambodia provided by a private translation company are "unofficial". Only translations completed by the MoFAIC are "official"....however Pyramids, etc. translation services are more accurate, and take less time than the MoFAIC's. If you want the translation officially certified/notarised then you get that done at the MoFAIC or an authorised Notary Publique.
