Hi everyone
I am inquiring for my cambodian wife who needs to re-new her expired cambodian passport soon, when we will go back to cambodia. We would like to use an agent to do the passport instead of going there ourselves to speed up process...
My understanding is she needs her
1- ID card
2- Family book
3- OR Carnet de residence
1- Can anyone recommend a good agency?
2- Does she need anything else?
3- I heard you can do the paperwork in AEON 2 instead of going to the Passport Office, is it right or are there conditions?
The problem is she only has PHOTOCOPIES OF FAMILY BOOK AND CARNET DE RESIDENCE, is it ok with only photocopies? (She has original ID CARD and OLD PASSPORT (not the new biometric 10-year passport))

Cambodian passport renewal
1. No need for an agent unless your wife cannot read/write Khmer, even then there are fixers at the passport office who can assist in completing the forms for a fee.
Even if she uses an agent, your wife is still required to go in person to the passport office to have biometrics and digital passport picture taken.
2. Take originals & photocopies of;
- Current passport
- National ID Card
- Family Book and/or Carnet de Residence
- Birth Certificate (if she has the new biometric ID Card and passport birth cert not required, but take it just to be on the safe side)
If she does not have/is unable to get hold of the originals, then photocopies of the Carnet de Residence and/or Family Book should be accepted.
3. Yes, she can apply at Aeon 2.
$100 for 20 (business) day turnaround, $150 for 10 day turnaround, $200 for 1 day turnaround.

Is it still the same that if a renewal (and the first passport was from the old office) you can't use the aeon one?
Never heard of anyone having issues applying for a renewal at Aeon if their initial passport was issued elsewhere.

Actually, I wanted to follow up on a few things as there have been some developments overnight. Because of covid restrictions, we would prefer NOT having to come back to Cambodia only to renew the passport.
1- I asked 2 travel agencies found online and they replied this morning saying that with the old passport, plus the ID card (with microchip) and photo, you do not need (according to them) to produce the family book OR certificat de residence. Would you be able to confirm?
2- They also said you would NOT need to come to cambodia. They could process the passport as long as the 3 documents are in their possession (I was thinking of sending them (old passport/copy of ID/photo) to a family member in Phnom penh who would then go the agent). Strangely, I was thinking you MUST BE present (for fingerprint and photo) but apparently the ID card (with microchip) has these things included) that would be why they may not require your presence? Have you ever heard of this case?
3- I think reasonstobefearful (and I heard that too) meant that old passports (not the biometric ones) can only be renewed at the main passport office, not the AEON 2 location? Did I get this right?

Actually I completely forgot that due to COVID there is an exemption in place for Cambodians abroad to have a 3rd party apply for their passport renewal, contact your nearest Cambodian Embassy/Consulate for further details, here is the notification...
