Several members have mentioned recently that they are on EB Extensions of Stay (EoS), because they are not retired, but because they are not working in Cambodia, they don't need, nor have, work permits. Some, at least, say their EB status is due a family member who is legally working in the Kingdom.
Some too, have pointed out that it is challenging, to convert an ER EoS to an EB EoS, as Khmer authorities believe no respectable retiree would ever change their mind and decide to work once more.
So, for non-working expats who may later decide to work, the EB (Family) EoS is a cheaper, very flexible status to maintain. However, If they do later decide to work and get a Work Permit, how do they prove they weren't working earlier? How do they avoid getting hit for multi-year back payment for work permits they didn't think they needed?
Or, is that no longer the threat it was when they first started to push for Work Permits?

I am pretty sure that you will get an almighty whack on the head by all the back payments.
You are required to pay the retroactive fee of $100 for every year in-country on an E-type Visa or E-type Visa EOS without a WP, there's no getting out of it unfortunately.

What you say may well come to pass, unfortunately.
And yet, I know many people personally who did bargain down their WP back payments when enforcement first began. Some showing only newer passports with a just few years of extensions. Is there still hope of this? Certainly immigration computer records extend only as far back as border finger print collection, shortly after floppy disks went out of fashion. How old would you guess their oldest easily checkable data is? 2015? 2010? or...?
I know WP were law from mid-90's, but no one, even 99.99% of Gov staff, had ever heard of them. And, anyway, I'm asking for a friend.
