For me at least it was impossible to get a Cambodisn bank to issue the bank draft in HK dollars (actually to issue one in any currency for HK Gov). Several said they could do it if I had an account there (May, BOC, ICBC), so I sent in a friend who had an account and still "cannot".
So fly to HK and submit the papers I say. Smooth process, but book an appointment online. This saves you a couple of hundred dollars in notarisation fees in PP and you don't have to pitch up two days early for the actual event, so it evens out....plus of course you get a little trip to Honkers on your own.
I'm not done for yet, but the joyous day was booked easily.
