The problem is the laws of the land. He was out on bail but should not have been let loose in society. It happens everywhere; preventable deaths but they bail these loons even when police oppose bail for the obvious reasons. The 'good' news is, Victoria are changing the laws that are associated with bail, el pronto. Too late for those poor folk who died, but will help in the future.

It is always allowed to become a situation where some innocent person is killed or maimed before they are put away, cops wont pursue a chase if it becomes a danger to the public, cops can't use their gun encase they miss.
Understandable yet it can put the public in greater danger.
Thanks to the lefties the Australian prison system is about rehabilitation & not punishment & like the other poster said he will probably be out in 10/15 years. Fu%ked up but thankfully not as fu%ked up as Cambodia.
The judicial system needs to be well regulated yet profitable!
