I imagine it is easier in Cambodia where a person with enough confidence can reinvent themselves and get work without needing to provide verifiable references, etc.

asking the question I have asked in no way means I (and those who respond) am not 'worried' about the victims of criminals. Kind of goes without saying. My empathy threshold is lower than yours and happens to include criminals, of which there are all manner under that label.
Also, my question was giving consideration to the bigger picture... of a perpetual cycle of crime.

Okay. You've posted this thread in "Not Cambodia", and "Not Cambodia" is quite a diverse place. That makes it kind of difficult to make a comment that has any substance. Many civilized countries do have programs for locked up criminals to further their education while behind bars and for assisting them to reenter the labor force once released. In some places those programs are more successful than in others, so here's an idea, copy what works elsewhere! NOT locking up first-time offenders for minor crimes also looks like a winner, they can do community work instead. Or, if they have a job, let them pay a fine and keep their job.
