That's a commercial decision. Without that, twatter would have faced the same sudden death (ie no more money) as many other "social" media. You can silence virtually anyone if you have the money. Especially in the U.S. Think Harvey Weinstein etc.
The little guys need a platform to have their say.
Satire has been used for centuries as a way to critique the corrupt elite and powerful, without getting your head chopped off.
I think Twitter possibly has some sort of political leaning though.

I don't see how a warning that 'the shooting will start when the looting starts' squares with that. That statement is not a 'glorification' of violence, it is just a statement.
