The National People's Congress of China started its 22nd session which will end on October 17 in Beijing today. A draft amendment was made to the Criminal Law to adjust the punishment for the crime of opening a casino. It is a crime for overseas casino staff to promote gambling abroad to Chinese citizens.
According to news website Chinanews.com, the draft of the Criminal Law Amendment (11th) was submitted to the Standing Committee of the 13th National People's Congress for a second deliberation today. It proposes to amend the regulations on gambling crimes and increase penalties.
Cross-border gambling is illegal in China and seriously damages the image of the country and economic security. The second-review draft of the Criminal Law Amendment is revised to further adjust the penalty for the crime of opening a casino and hiring casino personnel to solicit Chinese citizens to commit gambling crimes overseas.
Gambling online and operating a casino is both illegal in China
According to a report issued by the Supreme People's Court and Supreme People's Procuratorate Ministry of Public Security, opening an online casino and gambling is a criminal offense per Chinese law.
The second paragraph of Article 303 of the Criminal Law of China says that opening a casino is punished by fixed-term imprisonment of not more than three years, criminal detention or surveillance, and a fine. If the circumstances are serious, casino operators shall be sentenced to fixed-term imprisonment of not less than three years but not more than 10 years and a fine.
Currently the maximum sentence for opening a casino is 10 years imprisonment. This revision of the law adjusts the sentence of the crime.
Promoting gambling to Chinese citizens abroad will be illegal
The new revision of the law specifically adds punishment for soliciting Chinese citizens to go abroad to gamble. It is not clear whether the change only affects physical casinos or if online gambling is included as well.
Most tourists in Cambodian casinos are Chinese. There are many people working with promoting gambling for the casinos.
Xiao Li (pseudonym) said that there are many intermediaries in Sihanoukville, scattered around major casinos and entertainment venues. He said that he had lost a game in a casino and was about to return to China, but somebody from his village kept staring at him. "He brainwashed me in 3 days and convinced me to continue playing", he said.
Later, Xiao Li lost the bet again but he didn't have the money to pay, so he was locked up in a small black room for 7 days. There he was tortured and forced to record video asking for money which was sent to his family in China.

its always been illegal to promote to chinese citizens in china, the only change is the sentence has been adjusted for the crime

From OP, it appears they have made helping (aiding and abetting -now 'abetting' sounds on the money!) Chinese citizens to gamble a crime wherever that gambling takes place, Las Vegas, Australia, Cambodia. (And perhaps even Macao IFF that is considered "Overseas"?)
I guess any Casino staff in Cambodia, or anywhere, regardless of what passport they travel on, should be wary of transiting or visiting Mainland China or Hong Kong.
Two Canadians have been held two years for, kind of, much less.

I believe the point of this policy change is to further crackdown on the "junket" operators that promote gambling in Macau and to lesser extent Cambodia and other oversea locations to mainland Chinese. Relatedly there has been a "run" on the largest junket operator (Suncity) who has had to restrict customer withdrawals as they cannot keep up with the requests
