Russia says it downed two drones that targeted the Kremlin in Moscow last night and accused Ukraine of attempting to kill President Vladimir Putin.
Unverified footage on social media appeared to show an object flying over the Kremlin before a small explosion.
Ukraine said it had nothing to do with the drone strike.
President Volodymyr Zelensky's spokesman said Ukraine was focusing on liberating its own territory after Russia invaded last year.
Another official told the BBC the reported incident indicated Russia could be "preparing a large-scale terrorist provocation" in Ukraine.
Russia said the two drones targeting the Kremlin were disabled using electronic radar assets. Mr Putin's spokesman said he had not been in the Kremlin at the time.
In a statement, the Kremlin said: "Last night, the Kyiv regime attempted to carry out a strike on the Kremlin residence of the President of the Russian Federation with unmanned aerial vehicles."
It said it regarded this "as a planned terrorist act and an assassination attempt on the president", and Russia "reserves the right to take retaliatory measures wherever and whenever is deemed necessary".
Mr Putin has very high personal protection and the BBC's Russia Editor Steve Rosenberg says it is astonishing to think that drones could have got anywhere near the Kremlin.
The Russian leader was unhurt and his schedule would continue as normal, the Kremlin said. He was working in Novo Ogaryovo outside Moscow on Wednesday.
Footage posted on Russian social media showed smoke over central Moscow in the early hours of Wednesday.
Fragments of the drones had fallen on the Kremlin site but no-one had been hurt and there was no damage to buildings, the Kremlin said.
The Kremlin also noted the incident had come shortly before Russia's 9 May Victory Day parade, which foreign dignitaries were expected to attend.
The parade would go ahead as planned, Russian news agencies quoted the Kremlin as saying.
"What happened in Moscow is obviously designed to escalate the situation before 9 May," said Ukrainian presidential spokesman Serhiy Nikiforov.
Moscow's mayor on Wednesday announced a ban on unauthorised drone flights over the city.
Drone flights would require a special government permit, Sergei Sobyanin said.
Several Russian cities had already announced they would scale back this year's Victory Day celebrations.
Russian authorities have cited security reasons and attacks from pro-Ukrainian forces for the changes.
Explosions and fires have occurred in Russia in recent weeks.

Doubt it was Kyiv or the Kremlin. I’m surprised the Russians have made such a big thing of this. For an attack to be made at the heart of Russian power - physically and symbolically- is surely a demonstration of how vulnerable Putin is.

In related news, will Putin take a chance and visit South Africa for the BRICS summit in August? Most BRICS nations have been pro Russia in this dispute but Sourh Africa has indicated that if he shows up in person they are legally obliged to arrest him on the ICC charges issued two months ago.

Most pro-Ukraine pundits are saying it was a false flag however, despite some reasonable arguments, I don't prescribe to that view. Whatever it was, we can agree it was a PR stunt as there is no military value and Putin doesn't live at the Kremlin.

Air defence of Kreml can't be so bad that somebody can fly drone there.
Drone explode spectacularly above roof and destroy only the flag.
If somebody want to make damage there or even kill putin they can't be so stupid to do attack like this.
This don't make any sence anybody else than Kreml leaders to showoff people that russia is under attack. Now they can cancel next tuesday's Victory Day parades for precausion of more attacks and don't loose face.

Wagner Group is the most well-known vory in the west but in Russia, Ukraine, and Georgia to a lessor degree they [the vory] are commonplace. They date back to tsarist Russia but became established during the gulag system.

It is highly possible Victory Day was a target date for the capture of Bakhmut and everything has been thrown at it, meaning there is nothing in reserve come May 10. Whilst Wagner may well be heavily degraded, the Ukrainian 93rd Mechanized Brigade, one of Ukraine's most effective, has taken the brunt of the fighting (along with the 58th Motorized Brigade) and are highly unlikely to play a role in any upcoming counter-offensive.

"Victory Day" passed and Bakhmut did not fall, nor were any announcements made that would suggest a change in Russian strategy. A muted Victory Day ceremony was held in Moscow, with marches of the "Immortal Regiment" cancelled nation-wide and modern armour absent from the procession at Red Square.
Prigozhin's recent statements appear to have limited impact on the ammunition supplied (as measured by the rate of shelling), nor of the position of Wagner forces in Bakhmut. The Russian Ministry of Defence is reportedly prioritising defensive preparations to face the impending Ukrainian counter-offensive over continued offensive operations.
Despite Russia being on the offensive, Ukraine had a net gain of territory over the month, though much of this may be a result of exposed Russian units withdrawing to more defensible positions.

It is being reported that yesterday a Russian Su-34, Su-35 and two Mi-8 helicopters were shot down over Bryansk (Russian Oblast North of Ukraine's Chernihiv Oblast and immediately East of Belarus). It is unclear how they were shot down, however the Russians are calling it a "carefully planned operation". There are reports Russia is combing the area for people with MANPADs.
