If anyone hears more certainly about whether or not they announce any distinction between, for example, a Spanish passport holder with no recent travel history to Spain or Europe wanting to return to Cambodia from Thailand, and someone arriving directly from Spain or Europe, I would appreciate it... as would dozens of others.
Perhaps the government will further clarify this nonsense... but maybe that is hoping for too much... rumors unofficially from the u.s. embassy may only be a best guess...

There was no warning given for the Vietnamese decision. At least it seems to give people time to do their visa runs.

The Cambodian Ministry of Health (MOH) announced on March 14 a 30-day suspension of entry into Cambodia on "foreigners traveling from" the United States, France, Germany, Italy, and Spain. The suspension will go into effect on Tuesday March 17.
Cambodian authorities have not clarified the application of this suspension for individuals currently outside of the country with valid Cambodia residence or work permits, or for individuals from the five cited countries seeking to enter Cambodia from other points of origin.

The MOH also announced two non-Cambodian citizens tested positive for COVID-19 in Phnom Penh. To date, Cambodia has had a total of seven confirmed cases of COVID-19.
The U.S. Centers for Disease Control has issued a Level 2 Travel Notice for Cambodia and the U.S. Department of State has issued a Global Level 3 Health Advisory (Reconsider Travel).

Quarantine Information:

Provincial healthcare facilities may be underdeveloped and lacking the resources to provide an expected level of care. For instance, provincial hospitals in Cambodia expect family members to provide admitted patients with bed linens, meals, and supportive hygiene care.
The Cambodian Ministry of Health (MOH), in consultation with the WHO, US-CDC, and the Institute Pasteur of Cambodia (IPC), has selected IPC as the designated lab for COVID-19 testing.
Quarantine policies in Cambodia are not well-established and may be unpredictable. Americans traveling or residing in Cambodia who are required to observe a public health quarantine may experience austere, unsanitary, or ad-hoc conditions.

So the big question is, if you have a valid EOS visa, and travel from Thailand to Cambodia, will US citizens still be denied entry, after 3/17?
It doesn't actually state that Citizens from the 5 mentioned countries are banned from entering, but the below statement implies that it is best to be on the safe side.

But we don't know if "travelers from" refers to citizenship or point origin on their travels.
It appears to me that it means citizenship.
Cambodians do what is easiest.
Waving away anyone woth a passport from these countries is easiest and simplest. Figuring out where someone has been in the last 14 days or 30 days is harder.
And the decree doesn't use the phrases "in the last 14 days" or "in the last 30 days" which it would logically use if this were a ban on travel history. So if it's a ban on travel history, then it would be totally up to the immigration officer to decide if someone who was in the USA 5 days ago or 15 days ago or 40 days ago is banned. And that makes no sense.
This likes like a ban on passport holders. Hence the accompanying notice of "We're banning visas to anyone from the USA." That likely means US passport holders.
So if you have a US or French passport and you live in Cambodia and leave for the weekend, you don't get back in. That's what I think it means.
If you're a Dutchman who lives in the USA and flies LAX-TPE-PNH, you get in.

It’s similar to the onward ticket fiasco. Some airlines don’t let flyers board unless they can produce an onward ticket but we all know that Cambodians don’t care unless you’re African.
The airline staff make the first decision and the immigration officers make the final.
