The Khmer Times says some foreign and local restaurants have been contacted by police and told to close, even though there is no ban on restaurants.

What's the status of places like Oskar, Larry's Riverside Bistro, Harry's and other "restaurants" that also have large bars where people just go to drink? Are drinkers now required to buy food?
Are foreign restaurants being pressured to close?

On subject:
Oskar is in fact closed. I believe there was some back and forth with the authorities, and they were encouraged to close. They initially tried to stay open just for takeaway, but a little over a week ago they stopped with that as well "for the safety of the staff to be able to stay home".
Metro (riverside and TK) and Mara are both closed for service but offer takeaway.
Larry's is open as usual.
Many places are still open. La Croisette is, for example, but for some reason the upstairs garden only starts to open at 4 PM (downstairs is still open for lunch). I believe Orphic is also open in the evenings.
On St 13/172 area, it's hit and miss. Pepe is open, but the Lebanese place and the Chinese pulled noodle places are closed; Big Easy is closed but Vine is open.
Places on 240 seem open - Enso is doing good business (hell the US diplomats in the building would probably keep them afloat) for example.
Mexicano finally started offering delivery, but they are in fact still open. I got takeaway there the other night and every table was full with someone waiting as well. Rokku is even open at night, with the band playing; however, they moved the band inside instead of out on the balcony.
In short, it's hit and miss. I would say a few of the more visible spots (such as Oskar) were probably encouraged to close, but smaller places like Vine and Mexicano haven't gotten any pressure. Most places have tried to adapt a takeaway menu and/or scrambled to get added into the delivery aps.
I think a lot are simply closing due to lack of business- no tourists, or scaredpats = no money.

The Metro triumvirate were among the first to close doors among western restaurants. Metro Mara the first to close, no surprise as it was never that busy & heavy on wealthier foreigners from my observation (many of those work permit holding expats have gone home). Riverside/Hakasan was up next; no tourists. And TK Azura last to close- heavy rich Khmer clientele with the odd indefatigable handsome expat or two of Toul Kork. Ahem. They still delivered from TK a couple of weeks ago, haven’t tried lately.
It’ll be interesting to see how Larry’s has fared- always busy with grizzled long term expats who are also probably still here, with perhaps a small drop from tourists.

I don't think you've been there since it reopened as Mara Steak, Wok & Wine. It is mostly wealthy Khmers, and it had been full on most nights - you needed a reservation or slim chances of getting a table some nights.
As are most of the chains everywhere, including Starbucks and Brown, and all the Pizza Company locations.Nearly all restaurants in Aeon 2 are still open, as at Java Cafe & The Shop Too in TK.
A number of the Japanese places seem to have closed.

Are the Indian restaurants still open for business?
I just ordered Curry Pot delivery via Food Panda last night. Not sure if you can go and enjoy a meal on the premises during this time, but many restaurants are still taking deliveries.
On that note, those Food Panda and Nham24 moto guys are more ubiquitous than Indian tuk tuks now.
