Does anywhere in Cambodia have decent stable internet?
Is it possible to be able to reliably stream data over the net (for a business)? I don't mind being limited to a certain post code or to a landline or whatever, I just need reliable and decent.

Not to mention that all "students" staying at home and bored to death reading all the possible literature available from iFlix, Youtube or Facebook with no other choice for ISPs than caching/proxyfying data to give access to all that culture to masses and no investment from ISPs to have additional/better international routes, this is the recipe for überslow Internet these days.

Wait a minute, they’re having this problem because they sold more bandwidth than they have capacity to provide. They were hoping that most customers wouldn’t use the bandwidth they paid for but the customer is paying for it. It is the ISP you should blame, not the customer.
It's just f*cking unbelievable. There are now problems with 3 (THREE) undersea internet cables at the same time, ALL OF THEM IN THE VIETNAM CONTROLLED SECTION!!!

(NO, THEY'RE NOT, as anyone trying to connect through this cable can confirm).
Internet speed on the Asia Pacific Gateway (APG) MAY IMPROVE next week after completion of repairs.
Internet service providers have reported ANOTHER PROBLEM [...] on the Asia Africa Europe-1 (AAE-1) cable.
What are these (really have to restrain myself to not call them by their derogative term) Viets think they're doing?

I'm guessing it's the Asian love of fish and penchant for the flouting of laws: I'm guessing deep-sea trawling.

If by business use you mean paying under $20 per month and sitting around in your underpants eating Cheetos while streaming Game of Thrones in 4k with no buffering. Then no.
If by business your mean internet is essential to my business and I'm happy to pay several hundred per month for a dedicated line and business level support. Then yes.

Customers can’t consume more than they pay for because their bandwidth is capped at the certain speed they pay for.
Customers are not getting those speeds and the network is slow because the bandwidth they have bought is not available.
The reason why it is not available is because the ISP has sold more bandwidth than they have access to.
Just did a bunch of Zoom and Team meetings with Europe, and the connection was surprisingly good. My line is just a regular one, but my clients had enterprise accounts on their end, though.

Overselling bandwidth is not that unusual and arguably not that unethical. The idea is that the majority of people are not going to consume their allotted bandwidth all of the time. This allows you to sell the bandwidth at a lower price and if you have a decent understanding of your consumer’s behavior then they will almost always have their full allotment available at all times. Obviously some go too far with this theory but every ISP does this at some level. It would be an enormous waste otherwise. Pretty common in other sectors as well. Banking is pretty much entirely based on this concept.
I assume that even the more responsible ISPs have been a bit caught out by the sudden increases caused by Covid 19. I would guess this is a worldwide issue although how the ISPs respond may vary greatly. FWIW I have found that my internet has been far more stable than I would have expected. Some small issues with connecting to certain sites but overall it has been decent.
