That is not true unless you pay for it directly from the ISP. Most high rise flats/apartments either charge you, or say it is free, when in fact they only purchase a bulk bandwidth for their whole building hoping you won't use it. Example: Building has 100 flats and developer or owner purchases 50mb bandwith. It is a scam, and most are paying for their slow internet at someone elses peril and scam. Wake up!
Do not blame it on internet service provider.
