I did loads of private work when I was teaching. Not once did I have to advertise all the gigs came to me by recommendations. If this is how slavedog or whoever else gets a tutor I really cannot see how someone from the government would know, unless someone with a grudge grasses them up!

Surely you wouldn’t ignore what the law says in order to make a living. I mean, you teach for a living. It’s not like you’re biased or anything by defending against all rationale that the Cambodian government is wrong about government orders regarding teaching.
They monitor social media and people caught advertising are firmly told to stop.
I told you very specifically to contact the Ministry of Education and also the Ministry of Health. Then all will be settled, except it won't because the prakas are changing constantly. Let me know when you know. I know.

They do change, but not secretly. They are publicly issued and you should have no problem pointing it out if it was true.
