I think used tea leaves as well, I 'm not sure why they do it however this website gives a list of things the japanese use it for, maybe similar?

I'm a tad disappointed with the responses so far. The chairs behind that are cropped out have these sort of wire hoops that coffee is strained through. I just don't understand what that stuff on the pavement is though. It's the same pavement that had dozens of mostly old guys sitting around on and parking their motos on an hour or so before. What is it for?

It really just looks like drying tea leaves to me which will probably be used as a natural fertiliser.
