Guidelines listed in this Freshnews article, as you would expect with social distancing and hygiene, done vague reference to continuing some online learning....Requirement number 2; compulsory Covid19 testing for all students, teachers and staff.

Perhaps OP list isn't final? Khmer script just says these schools attended the meeting about reopening. Further, a) I'm not sure any of those listed have Battambang branches; b) they don't all seem top tier schools; c) though ACE isn't General education, it is top tier for what it does and has helped lots of rich and powerful access education abroad.

While I am quite confident all MOEYS and MOH officials prefer students and staff to stay healthy and want first group selected schools to put on a good show of consistent and strict health precautions & procedures. Looking at the list, it isn't hard to imagine funds or favours changing hands in at least some instances. Ditto, only very much more so, for the selection of 2nd group schools from the 3rd group, as it seems natural to guess there will be more institutions in each successive group.
That said, it seems school reopening are messy, uncertain, and contentious in almost every country.

The sixth item on the list says ‘five French schools’ in Khmer script.
I would be very surprised if the Lycee wasn’t on the list.

MOU Khmer script says that if a students or staff member tests positive, MOU us basically null and void and school must close. Are all of these schools going to mandate testing for students, teachers, cleaners, guards, etc? Some of these schools have a student population of 500+. The testing capacity in the country cannot handle that many tests, from what I remember reading. And the tests are $100 aren't they? So this is going to cost hundreds of thousands of dollars and take many weeks. Then there's the stigma if a student tests positive which, in this country so concerned about losing face, is going to be another hurdle.

Not sure what will be needed to start letting in those entering on tourist visas.
(They might try to design rules so rich tourists only are the first in. Rich tourists do spend more/day, and spend it at locations most suited to the powerful getting a slice, but a good chunk of the extra they spend doesn't stay in country, instead being used to buy produce and products imported from outside- e.g. cheese and wine for them to eat and drink and, in better times, a new Mercedes for the hotel owner. Total individual Backpacker spending, especially in the early post-shutdown months when a single country, or two country trip is more likely than regional short-stay country hopping, might not be too much less than a rich tourist. The post shut-down rich tourist might stay 3-4 weeks (less and the possibility of a 14 day quarantine is a deal breaker), whereas the backpacker might stay 4-5 times as long, for not much less cash. Importantly that $$ will be spread around to street venders, motodops, and guesthouses that are more likely to circulate the income inside the country. However, those aren't people those in power care to serve.)
But, opening schools for people here in country, mostly Cambodians, isn't very similar to opening up for visitors from overseas, who may well be bringing the virus in with them. That said, your suggestion about the passing of thick brown envelopes is quite possibly accurate enough.

Testing is supposed to be free to Cambodian citizens...will be interesting to see what the schools try to pull. Pubert's school is on the list, so hopefully have him in class in a few weeks....but Morticia and I are not confident.
