Quarantine for Khmers
Seconded.
The better off choose or go to a hotel and the less well off go to a government facility. That term terrifies me.
The really well off probably don't have to go anywhere.
Cambodian passport holders go to Government quarantine facilities, most of which are based in schools or military bases.
They have the option to quarantine in the approved hotels, but at their own expense.

Fine and well, but do Khmer's travelling to Cambodia need to have a negative Covid test result issued within 72 hours of :
a) arrival?
b) departure?
c) none of the above?
And if c), why not?

B: It depends on the airline requirements. Ask them before departure and prepare for changes without notice.

Me being prepared for what airlines and airports and immigration might throw at me is one thing. What my Khmer wife traveling without me, but with a 4 year-old and a 10 month-old, is quite another.
Virus related travel issues prevented my wife from being at her mother's side when she recently passed (Though all her siblings were there.). My wife says she MUST be there for her mother's 100-day ceremony, so the baby must go too. The 4 year-old could, and might, stay here with me and his older siblings, but we are leaning to him going too. The kids going with her are dual nationality traveling on new, non-Khmer passports and so both will need K visas put in their passports on arrival. The 4 year old has one in his old passport. As they must transit through 4 airports over the 22-32 hr trip - depending on what routes are available at the time, I am worried about what might go wrong. However, my wife has traveled enough to have confidence she can handle it. I hope she is right.

@Guest999 ....no, your kids will not be able to get K-type Visas on Arrival, ALL Visas on Arrival are suspended. You need to apply for their K-type Visas in advance from your nearest Cambodian Embassy.
Also note, K-type Visa holders are required to have a COVID-19 test prior to travelling.

For the child who already has a K visa in his soon to expire passport, I imagined K visas never expired. For my older kids I only applied for their first K visa, after that I just gave the old passport and new passport together at the arrival hall, and they put another sticker in the new passport no questions asked, no documents or fees asked for.
Hopefully the Consulate will now let me mail them the passports and birth documents and put the K visas in before the Covid test. Then once the passports and visas have arrived back in my hands we can get air tickets and Covid-19 tests. Not an easy time to travel!

The govt. school down the street from me off Russian Blvd. does a lot of testing and travellers seem to stay there overnight sometimes awaiting test results....

K-type Visas are valid for the lifetime of the passport. Contact your nearest Cambodian Embassy/Consulate to obtain the Visa application form and to confirm what documents are required.
