There are some dodgy pricks like basta.binici who are providing an "offer of employment" letter for $400...they will tell you that covers associated costs, but the truth is that it costs absolutely nothing to produce and provide an offer of employment/invitation letter to someone for the purpose of applying for a visa. These people and their dodgy services are best avoided.
Do we have no data points on any embassy/consulate other than the Seoul embassy? Isn't it possible/likely that other embassies in countries without a 14 day quarantine will issue such visas?
Also can E-visas be obtained anywhere based on a letter of invitation not from a business but from a Cambodian spouse?
All the other Cambodian Embassies are applying stricter criteria, if you have strong ties to Cambodia and can prove those ties, ie. Long term relationship, marriage, kids, property, etc. you may have a chance, but it all depends on the Consular staff...you need to contact the Embassies directly and ask what is acceptable.

So you are willing to pay thousands of dollars ( that's what 4 $ means ) to get to Cambodia even though you have no connection to the country other than past visits!

I'm in a similar situation as the OP. I used to spend my time in SEAsian (preferably Thailand, Myanmar, Vietnam), and am now looking for a way to get there over winter, and business visa for Cambodia seems much cheaper and easier than the new STV for Thailand.
My embassy would be Berlin, Germany. Their website doesn't specifically say that an invitation is necessary, they just say additionally documents might be requested. I wonder if I can go there and apply for for a business visa without any documentation or just ague statement that I will look for a job or investment opportunities in Cambodia once I'm there.
Under the current situation (covid, no tourists) I would expect they roll out the red carpet and kiss my feet and offer two visa for the price of one, but I might be wrong.
