Current state of entry requirements?
This page seems to suggest that entry is currently possible if you jump through the testing / insurance / quarantine hoops:

But other official pages state that visa-on-arrival is not currently available.
Can someone shed some light on where things currently stand?
My understanding is that entry still requires an official business invitation. The CNN page is oversimplifying things,.. right?

There is no visa on arrival. Visas are issued only by Cambodian embassies to those who work in Cambodia or are married to Cambodian citizens in Cambodia.

Not quite right. I was issued a visa at an embassy, and had no job offer (not even looking for one). And my wife is not Cambodian either.

Which embassy was that as I'll happily post my passport to them to get a visa.

The issuing of T-type (Tourist) Visas, e-Visas (electronic online tourist visa), Visa exempt entry (ASEAN passport holders) and ALL Visas on Arrival remain suspended.
Land and sea borders remain closed to entry/exit of foreigners without authorisation from the MoFAIC and MoH. International flights in/out of PNH and KOS only.
All Visas must be applied for in Advance from a Cambodian Embassy with the necessary justification and supporting documentation as dictated by the individual Embassies (yes, criteria does vary from Embassy to Embassy). The only Visas currently being issued are;
A-type (Diplomatic)
B-type (Official)
C-type (Courtesy)
E-type (Ordinary) - still incorrectly referred to as "Business" Visa by majority of Cambodian Embassies
K-type (Special) - Cambodian Citizens/Cambodian by descent travelling on Foreign passports

I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.
Some Consulates/Embassies accept 'regional' applications, not only in-country applications. You need to ask, and maybe persuade.
Mailing our in-country visa applications today, with paid, addressed, return envelope inside. Sounds like we should have them back by Friday. The Consulate we are using seems more relaxed now than 4 months ago, but as positive tests worldwide tick higher, I'm far from confident that visas and travel generally will get easier over the coming months. Perhaps not a good time to delay applying.
That said, it is hard enough. Timing the testing, test documentation, and fights is a hair puller, especially for a family.
If perseverance in the face of adversity breeds character, perhaps I'll be a better person at the end of this? Or, at least that first cold drink will go down mighty nice!

I didn't know it was this way.
We were thing about flying back to Cambodia and divesting assets there but that sounds like a cluster fuck.
The sooner they give spouses a K style visa for uninterrupted travel and stay the better.

Speaking of K visas, pre virus, when available on arrival, K- Visas are Gratis.
At the Consulate Canadian dollars 120 each! Thus my Ordinary visa and 4 K visas $600(All 4 kids have new passports. K visas in old passports either have no date marked on the 'Expires' line, or are stamped 'Permanent' on that line. Consulate said no matter, we have to pay. Though I must admit, they have been very friendly and helpful about it.)
2 in Cambodia Covid tests each for 6 people = USD 1,440.. But at least the baby should enjoy it!
Too bad the required Fortis Covid insurance doesn't cover the Covid testing!
While in Cambodia, I'm thinking of getting all the dental work I expect to need during the next 20 years. The big savings to be had compared to getting the same work done in a 'Western' country will pay for our trip! Pretty clever huh?

i have a fun one.....
we just received a new passport for our son as a replacement for a lost/stolen.
we have a few copies of some of his visas over the years and have a copy of his original entry stamp.
we re now in the process of getting the new visa stamped in and getting him his new 1 year student visa.
that is the same visa he has been on since the "free visa" for minors was taken off.
the place we have been doing all of our visa and passport worjk for 13 years said "sorry, they cannot".
the head if immigration here in Kampot took all the copies and tried last week.
he just contacted me on Friday saying that i need to go to the main office by the airport with all the paperwork we have and bring my son along.
his replacement visa took way longer to get due to COVID complication and as a result he has been on "overstay" since the end of July.
the officer here in Kampot was aware of that when we started the application for his new visa.
was made difficult as my wife... his mother was out of the country and we couldn't go in together until recently.
any ideas what to expect?

Canadian consulates are “honorary consulates” which means they don’t get paid and they pay for everything out of their own reserves.
