An American citizen is awaiting deportation after he was detained for threatening US Embassy staff and Ambassador Patrick Murphy.
Stephen Sidney Greatsinger, 56, has been held in a Cambodian detention centre for three months pending deportation after the embassy in Phnom Penh complained to local authorities that they had received threatening emails from him.
According to Lieutenant General Kem Sarin, Chief of Investigation and Legal Proceeding Department of the General Department of Immigration, who is in charge the case, Greatsinger was arrested based on a report from the US Embassy.
“He was accused of endangering national security as he sent threatening messages against the safety of the US ambassador and embassy staff,” he said. “The US Embassy reported these threats to us [immigration] and we have enough evidence in the e-mail message he sent to detain him.”
Lt Gen Sarin said Greatsinger has been detained under Article 36 of the Law on Immigration, which states that the Minister of Interior shall have the power to order the expulsion from the Kingdom of an alien (foreigner) whose behaviour or activity is “dangerous to the national security”.
Greatsinger had been living in Cambodia since 2014 when he was detained at his home in central Phnom Penh by immigration police on August 4, for what he was told was due to an “electronic crime against the US Embassy”.
Greatsinger is notorious for posting extensive obscene and abusive content on a popular online Cambodian forum under a pseudonym until he was eventually blocked by the site’s administrators.
Immigration police detained Greatsinger after his partner, Filipino national Lalaine de Guzman, 48, went to the embassy to collect his US government COVID-19 stimulus cheque.
It has been determined that the embassy alerted immigration officers to his whereabouts from the home address listed on the Power of Attorney authority used to pick up the cheque.
However, Greatsinger and Guzman are claiming foul play over his detention.
Speaking from Cambodia’s Immigration Removal Centre (opposite the Phnom Penh International Airport) on October 23, Greatsinger claimed he had yet to be shown any formal documentation for his detention or deportation.
Greatsinger said: “When I was first detained, immigration police told me that it was for an electronic crime against the US Embassy two weeks before the arrest.”
He claimed that they [immigration officers] said they were not involved with his case and that he and the US Embassy had to come to an agreement.
Lt Gen Sarin said that the embassy had suggested that Greatsinger be deported back to the US.
“He threatened the safety of US diplomats and fearing further trouble we cannot let him stay here. We are concerned about the safety of the diplomats as well as the ambassador. If there is a threat that affects national security, we must deport him,” Lt Gen Sarin said.
“His behaviour has affected our national security, so the Minister of Interior has the right to deport him to his home country nation to face further action,” he added.

In response to why Greatsinger has remained in detention for three months with no formal deportation date, Lt Gen Sarin said, normally a deportee should leave Cambodia within seven days but due to the COVID-19 pandemic, this process has been delayed.
“There are no flights to the US right now,” he said, adding that the US Embassy would organise the travel arrangements. “Until then we have not set a specific date for his deportation.”
The US Embassy initially refused to provide any information about Greatsinger citing the Privacy Act. This is despite him signing a privacy waiver form in early August allowing the embassy to discuss his case.
However, after many attempts contacting the embassy, they later admitted that they did, in fact, have the signed waiver and could now speak in a limited capacity publicly.
“We are aware of the detention of this American citizen, and we would refer you to local Cambodian law enforcement for more information about his legal status,” US Embassy spokesman Chad Roedemeier said.
“The embassy is providing Greatsinger with American Citizen Services, as we do for any US citizen who is arrested or detained overseas,” he added.
According to the US Department of State, the embassy can provide a list of local attorneys who speak English, contact family, friends, or employers of the detained citizen (with their written permission), visit the detained citizen regularly, provide reading materials and vitamin supplements, where appropriate and ensure that prison officials are providing appropriate medical care and provide a general overview of the local criminal justice process.
Greatsinger disputes the embassy has adhered to these allowances.
Guzman has been visiting the detention centre every day to deliver food and conduct welfare checks after Greatsinger was locked in a crowded and confined cell for the first 10 weeks of his detention.
However, when Khmer Times visited Greatsinger he had been moved to a solitary cell in a separate area of the centre where he is allowed in the exercise yard during daylight hours to interact with other detainees.
Greatsinger has a long history with the US Embassy and has admitted to sending threatening and abusive emails to embassy staff, the current US Ambassador Murphy and previous ambassador William Heidt.
However, he insisted that this was due to the embassy’s treatment of him.
According to publicly available records in the US, Greatsinger has been arrested several times in the US throughout the 1990s for crimes ranging from drug possession, destroying property and theft of a motor vehicle.
It appears these previous felony charges caused an issue in allowing the embassy to renew his passport in 2017, which then led to a dispute over a scheduled appointment to pick up his renewed passport which turned physical between him, embassy staff and his partner.
Greatsinger has admitted to attempting to scale the embassy fence during the incident and was threatened with being shot by an armed guard. He has held an apparent vengeance against the embassy ever since.
According to documents cited, Greatsinger’s passport was renewed and issued in May 2017 and is not due to expire until 2027, his annual multi-entry Cambodian visa was approved in May this year.
It was not established which specific email or emails it was deemed to have violated Article 36. However, Greatsinger has now written an apology to the US Embassy and Ambassador Murphy for his actions.
Guzman has stated her partner is not a bad person and has been suffering from mental health conditions and depression, which has become worse since the 2017 incident.
She has requested that immigration does not deport him back to the US, as most likely she will not be able to obtain a visa to be with him. She is now requesting that he be released and both of them allowed to leave together for another country.
