When is PayPal getting its Cambodian act together?
Asking for my friend, who has had serious problems doing basic PayPal transactions in Cambodia.

Can’t do it at the moment but I have linked an ABA debit card (as a funding source) to my UK PayPal but not used it yet.
PayPal isn’t accepted anywhere in Cambodia as far as I’m aware and even if they were I can’t see why it’d be an issue.

I have a paypal debit card and have been using it here, as well as China, Thailand, Europe without problems. ATM fees are pretty high though, but still convenient to have.
I have always used my Bank of America Visa debit card linked to PayPal. In March my debit card expired and I had to link the new Visa debit card but it was not working. What I had to do was contact PayPal and get assistance from them. I thought the problem was that my Cambodian residence address on the PayPal account didn't match the American billing address on the banks records. I explained to them that if I changed the billing address at the bank they, the bank, would close my account because I was no longer living in the US. I needed to keep the US billing address and tell the bank I was traveling in order to keep the account. The online helper said she would manually fix the problem on her end after that I was able to update my account with the new expiration date to add the updated debit card. So have them try getting help online from PayPal is my suggestion.

I have a different US bank and they allowed me to list my cambo address as my address on my account. Get yourself a Cambodian bank account and obtain a credit card with that. You'll need a proper visa (with work permit, when EB) and rental agreement. You even can get a "Platinum" card, giving you all kinds of additional benefits. ABA is pretty easy with that.
Edit: I saw some notes that Paypal is going to close down a lot of Thailand based Paypal accounts. I don't know how many and/or why.

Unless things have changed very significantly you don't need all that documentation to open a bank account. I think I just needed passport with valid visa (I think there was a min remaining number of months requirement) and a letter from employer confirming my address.
But I guess there are reasons why people are using PayPal which a local account wouldn't address. Perhaps those who work online and get paid internationally?
The only way you can get a credit card is if you dump a sizeable deposit so in reality it’s not a credit card.

It's kind of an understandable risk management policy though. Why would they expose themselves to risk to someone whose long term presence here is doubtful?
An ER would be enough, though they start with asking for PP+EB+Work permit. Maybe 6 months EB's, but 1 year EB's do need a WP, otherwise: Jail. And, the bank wants to know where you live (so not in a guesthouse and move abroad next week), so a rental agreement. Banks are held more and more accountable what is happening with the accounts of their customers. Even in Cambodia. Paypal: Paypal is A BANK (with a BANK license). As such, Paypal needs to proof towards local governments who their account holders are.
Paypal is "International". Yep, easy, though for that, they charge you a fortune. The moment you do more than just pennies, normal banking becomes much cheaper. And you have a real person to speak with, when things go haywire, instead of automated email responses or a call center with 1+ hours waiting time and just script readers without any authority.

It seems that every customer has a different story with ABA. I had no problem opening an account with my passport and local driver's license.

I just checked with them on their live chat as I have a colleague wanting to open an account.
Here is their response. It's consistent with my experience from a few years back. There is no requirement for a Work Permit.

Please be informed the requirement as below : - Be at least 18 years old - Bring the original and valid Passport (with valid visa) and any document that proves your residential .
- Complete our Application form. And Proof of residence includes the followings :Multiple-entry visa without leaving the country for at least 182 days in a year;Proof of residence (house rental contract. certificate of residential address, hotel lease/bill) including a minimum of 6 months tenor in the contract; orProof of employment (employment contract, certificate of employment) indicating a minimum of 6 months employment or business license/certificate (if self-employed).
