Vladimir saidI'm not going to give you a bunch of unsubstantiated rumors, just a simple link to U.S. court documents.
The full criminal complaint:http://viewer.zoho.com/docs/ma1dbU
Some quotes from the doc for those of you that can't be bothered to read it:
"Offense description: Did knowingly and willfully move and travel within interstate and foreign commerce with the intent to avoid prosecution for the crimes of grand theft and aggravated fleeing and eluding which is a felony under the laws of Florida"
"Upon his release from Breward County Jail on December 07, 2004 fled the state of Florida bound for Cambodia. Information gained from the state department shows Kenneth D Wilcox is currently living in Cambodia. Kenneth D Wilcox is described as a white male, 5'09 tall, approximately 145 pounds, with brown hair and brown eyes".
Depending on who he is speaking to, Wilcox claims to work for the Khmer Rouge Tribunal, the US embassy, freelance mental heath consultant, or NGO founder. The only job I've ever been able to confirm him actually having was a brief gig as an English teacher at a language school.
So folks, next time you see him, let someone at the US embassy know about it.
Shizzle saidIs a criminal record equivalent to a Master's degree?

gavinmac saidIt's not a criminal record - Wilcox is still a fugitive, the state of Florida is willing to pay for his extradition (according to the document)
Banker saidHe's super cute. Did he steal your girlfriend or something?
What kind of thief was he? Jewel thief? Cat burglar? Southern Florida has a lot of rich old people ripe for a good taking.
I guess Wilcox will probably leave Cambodia ASAP now that he has been outed. Unless he's dumb like Fletcher.
Was Dr. Dreamy practicing psychology to meet chicks? Here's a link where he takes an interest in mentoring a Khmer lass.

Bubble T said in reply to GMI have had this guy come to my place, Im trying to find his Business card.
Is there a Reward?
He'll probably have a hard time doing that as the embassy has already been made aware of the situation and have been given far more details than I gave in the OP.
Gavinmac saidHe's a pretty typical con man, complete with fake NGO taking paypal donations. The thing which makes him a bit different is that he ropes in his marks with his "counseling" which he uses to exploit people's vulnerabilities. It's pretty sick (though you're right, no more sick than many other western criminals living here).
.For an international fugitive, he sure has a very high internet profile, with the linkedin page and the facebooking and whatnot

Well, the FBI complaint is dated Oct 12, 2010 and he created his internet presence long before then. Guess he didn't realize people would be looking for him.

Twitter: Not my circus, not my monkeys - I sold #K440
"Dr" Ken was not into his fraudulent counselling practice to pick up women. He is gay.His main aim was making money I imagine. Most people need to make money, but he decided to take advantage of vulnerable people by posing as a counsellor and charging them $50 an hour for the privilege. That and a sinister desire to have power over people and manipulate them. Scumbag.
Hmmm. As I understand the complaint against him, he is a thief of some sort and when they came to get him, he ran. Nothing about his psych creds being fraudulent. And I don't see anything about what he may have done wrong here, if anything. Have I missed something? Maybe it's just me but I find this a bit anti-climactic.

The State of Florida has a website where you can check who holds various licenses, including psychology, and I can't see that Kenneth Wilcox or Ken Wilcox ever had a license in Florida. I may be using the site wrong though or looking in the wrong place. Given Wilcox' alleged history of thievery, I think we have to assume that his educational and professional background is entirely false until it can be substantiated somewhere other than his own linkedin and facebook claims.
Of course, if I were going to be a fake shrink in Cambodia, I would be a fake psychiatrist, not a fake psychologist. That way I could prescribe drugs and really fuck people up.
I should also note that "handsome young psychologist moves into new town and treats all the neurotic residents and wins their trust and admiration before being exposed as a total fraud" was the plot of a delightful 1999 film called "Mumford."

Isn't "grand theft" (aside from Hanky's video) one of those ones where you fiddled your taxes or something, it's not the theft that's grand but who you stole from.
It's not a real crime like armed robbery, more like benefits fraud. On both of those notes, perhaps our amateur gumshoes ought to investigate some of the bar and restaurant owners.

His facebook profile has him married to a lady in Illinois. Why would you use your name and plaster it all over your businesses if you were on the run?

I hope this is all just a big mistake, because its a pretty sick con if you ask me. And each bogus NGO that is uncovered just makes it harder for those actually doing the right thing.

I see that the K440 Parana Posse is beginning to stir, and stir they will. While they are at it why not look at the local scene and not just the foreigners. There are so many known big fish in Cambodia who engage in stealing from the public trust such as corrupt courts, judges on the take, land garbing, and corruption at most levels in the judicial system. It seems that the local K440 Posse work should begin here.
I would like to see a photo of one of our local corrupt judges posted just like Ken Wilcox. Keep up the good work!

If I knew for certain that a person was coming to my house with the intent of doing me good, I would run for my life HDT
Sochua Mu is doing a pretty good job at bringing awareness of local corruption to light. Did you know they bid for court cases? They literally split the cases into piles depending on the category then judges can bid on them, obviously chosing what will bring them the most money (bribe wise).
