I sometimes give whatever 100 riel notes I happen to have on me at the time to the old ladies you see wandering around various parts of town. I like those old ladies, and I always try to imagine how their life has been, what they've survived so far, and how they came to be just roaming the streets. But I never give anything to the children for many of the reasons already described in this thread. Oh actually that's not completely true - I do give them money if they are selling something I like - some jasmine flowers for example which make your room smell lovely (doesn't last long though!).
All this giving seems nice at the time but really just perpetuates the begging attitude. Sometimes when I walk out of my house there are just some normal kids playing. They are not really poor, in fact they are the kids of relatively wealthy families. But quite often one of them will ask me for "one dollar" with an outstretched hand. Not because they need it. But because they've been told that it's good to approach foreigners and just ask for money. And the kids are not just joking, they are trying it on.
I have yet to see any kid go up to a big Lexus and tap on the blacked-out window to ask for money. I wonder why?

I never give kids, but I almost always give old/disabled people something.

from my perspective: I would give to only the elders and the handicapped. I agree with the original poster that giving fruits or food is good to. If while I eat and a kid or someone came to me begging quite often i would by them lunch or dinner and leave. I tell the server to give them the same thing I had. This only works of you were eating on the streets of course not in the regular nice restaurants. I like to mess with the kids that not in need that come begging. They are very surprised when I speak Khmer to them because I understand it. I am Khmer but do not look it since I was raised in the states and is much lighter and dressed different (they think i'm Japanese). So I call the them out not giving them a thing telling them to take their aZZ to school and quit beggin for their parents or gambling. It blows their mind everytime!
also I hate visiting Cambodia and see my fellow Khmers driving in the NGO SUV's like they are the Shiznit and hanging out at the karaoke bars and red light specials. They need to realize that their salary is paid by working people like me and you. I despise these NGO's. I'm sure the director is a foreigner who delegates the job to some corrupt khmer who gets a big cut who delegates another corrupt khmer who gets a big cut and so on and so forth. say NO to NGO!!

i dont give the children money, but I do give out shirts and oreos biscuits.. esp to kids who collect rubbish at night

Find a small trustworthy grassroots NGO and support them. Buckhunger, Ragamuffin Project, RiverKids in PP, Khmer for Khmer Organisation, Anjali House, ABC's and Rice in Siem Reap are good places to start.
