Another burdensome white man in Sihanoukville
(Being the latest installment of ‘Sihanoukville and The White Man Burden’)

-Preah Sihanoukville.
-Police from the Central Security Office of the Sihanouk Provincial Police in conjunction with Sihanoukville Municipal police arrested a German national, described as off his chump (Khmer employs the less emotive euphemism សតិមិនប្រក្រតី), at a tailor's shop where he was going bonkers (Khmer uses the much less direct euphemism កំពុងដើអុកឡុក) and creating a scene.
-The incident occurred at 6:30 pm, on the 24th of June, 2013, at a tailor’s shop belonging to a man named Vun Sotee, called Heng Heng Mode Kut Day, located in Group 7, Village 3, Ekreach Street, Commune 2, Sihanoukville.
-The German national was identified as SEVDAS STEFAN, a 45 year old (born 1968) male tourist, holding passport # ‘A2148259,’ but without evidence of a visa and missing his passport.
-Lieutenant Colonel Som Saroeun, Chief of the Immigration Police Office of Sihanouk Provincial Police Headquarters told DAP reporters stationed in Sihanouk Province that the German had arrived in Sihanouk Province on the 21st of May, 2013, and was staying at the សំណាក់ សុខុម (Sokom Guesthouse), Room 115, located in Group 14, Village 4, Commune 4, Sihanoukville.
-He cited the following reasons for his arrest: 1) Unlawful residence on account of having no passport with him. 2) In a crazed state of mind yelling and disturbing the peace, creating turmoil on a public street and in a private residence, and filching from vendors selling refreshments along Ocheteal Beach.
-Police stated that the German national had been harassing the citizenry and and even chasing after and attacking them. Police who had been attacked as well when they intervened managed to subdue the German and lead him away. He was taken to provincial police headquarter for questioning and was being held there while police consulted with superiors on how to proceed next.
-Police connected his irrational behavior to mental health issues. Popular opinion attributed it to drug addiction.

Come on Cambod, you know what I mean. Nobody gets arrested and deported in Cambodia because they are overstaying or lost their passport. You don't even have to hide and pretend. Just mind your business and don't start selling drugs or cutting thumbs and its fine.
