That is precisely what will happen. The dodgy 'behind closed' doors aiming at the khmer market will likely be targeted; if anywhere are likely to be using drugs, it's those, and most are in residential areas. I see them springing up all over the place. A new place, for example, is opening between 57 and 63 on, I think, 294 soon.
Ruby Hookah is run by the same people who run the kebab bar / shisha place on Street 51 that rebo and I have been known to frequent once or twice. I've not tried the new place yet - I don't like the enclosed venues, and prefer instead to watch the (under)world go by.
