Chinese - I'm sure there are many good ones I haven't tried but the one beside Lucky Motorcycle visa place on Monivong is very good and a regular. Crab meat & sweet corn soup, Peking duck and sweet & sour pork is a nice meal.
Agree with you on Beirut, found it this trip and outside of rush hours it's a great place to relax and have a couple of different plates. Hummus - sprinkle of chilli powder on top would be even better.
Chat n Chew beef Wellington is very nice.

Sesame Noodle: Japanese/Fusion menu serving up wonderfully fresh and healthy food. My wife orders the tofu kimchee every time we visit

L'Órchidee: A neighborhood standby, this Khmer garden cafe owned by a amiable Frenchman is ideal for weekday night when we can't be bothered cooking. Typically we'll have an after work bowl of shrimp tom yum and a large plate of squid and rice with drinks for about $10 but sometimes we push the boat out and take a pot of crab and glass noodles.
Yi Xiang: Probably no different from lots of other similar places on Monivong but my wife's mum loves the duck there. We normally invite a couple of family members and do the spinning table thing.

Emperor's of China: For when we feel like dim sum on a Sunday.

Orchidee: Eat there a couple of times a week. Great lok-lac and steaks, nice setting, nice host, dirt cheap beer
Genova: Best pasta in Phnom Penh at half the price of the bigger Italian restaurants
Van's: Best food in the city

Orchidee----- The one and I go here the most often out of any place in Phnom Penh. I will agree, the Lok Lak is delicious. I get the Lasagna 9 out of 10 times as it is pretty damn good. The salad the lasagna comes with is pretty good. The owner is always nice and good for some small talk. We have really covered a lot of the menu in the past 10 months and I don't think we have found a dish we don't like in one manner or another. Example of a price - The lasagna that comes with the salad is $5
Chinese Noodle( next to Bayon Bakery on Monivong) I love this place. Quick... $2 for "Big" size of most soups like beef, chicken, duck. Big portion. Noodles are hand made right there in front of the restaurant and they are pretty damn good. Fried dumplings at 12pcs. for $1.50 are good, veggie filled only however. It gets damn busy through tourists season ( now) and you can find yourself waiting for a short time. Be ready to eat at a table with strangers or just order take away.
Best Drunk Food ( very subjective, but here was my favorite!) - Ok, so bare with me- First - Katti perri's pizza over there by Golden Sorya Mall on St51 is pretty quick and good at night, worth the drive from anywhere. Get their # and they will deliver. I had them deliver many times over to the Russian Market area. Never fucked it up once. Tip the guys, they are cool.
Second- If you are coming out of GSM and facing Howies Bar direction and you just head right, a few street side restaurants down is that restaurant that has ( Had?) the Shisha smoking and the really good wraps. My favorite wrap is the chicken fajita. It is 3$. Simple, quick, area is always good for some "interesting" people watching.
Third- I was hesitant to add this, but I thought just in case some new comers to Cambodia stumble across this post... here we go- ANY of the pizza shops around riverside are pretty good odds in terms of "drunk food" . If you are drunk, that 5-7$ pizza you stuff in your face from any of the many interchangeable Happy, herb, ecstatic, amazing, unicorn whatever pizza place will probably do the trick. When in doubt, just try your best to stagger to one of these places and refill on some more 50 cent beers and cheap pizza.
Best Breakfast For me, it is " The Big Breakfast" on the menu at Koffee Korner which is on St 155 about 1 block south of Russian Market.
Also, if you dig Mexican food. ALMA does some amazing, authentic Mexican and this includes breakfast. I tend to always stick with the Breakfast Burrito. Ask for the extra hot sauce as it is pretty good. The breakfast comes with bottomless coffee AND juice, $4 for breakfast.

I have never been, but I have heard a few good things about Chuck Norris Dim Sum which is inside of Golden Sorya beer garden on St 51.GMJS-440 wrote:3 mentions for Orchidee - I will definitely visit this one soon.

I honestly had no idea there was another establishment named "Orchidee".
