This morning there was a crew putting neon lights on a sign across Sisowath, near the large intersection of Sisowath, Sothearos, and 154. It says "Have a happy water festival" or something to that effect. I thought they were taking it down, but after watching for a few minutes, it was clear that they aren't. Nicest sign I've seen in 10 years of boat races! Maybe HE'll change his mind? Hmm. I always liked that "holiday".

That's a lovely turn of phrase (though it is one of Rainsy's favorite metaphors, so may indicate you were speaking to an opposition supporter.) But perhaps it is also indicative of the message people are getting from the cancellation of the Water Festival - i.e. that Hun Sen is scared, that he feels a real threat from the people and the opposition. Prime Minister Hun Sen on Thursday dismissed speculation that he had canceled this year’s Water Festival for fear of large crowds flooding Phnom Penh and protesting against the government, and warned of possible retaliation against those who made the claims.
“Analyst, please come out to talk and take a boat and race. I will pay for you, especially the analyst and some opposition lawmakers,” he said. “They said the government does not dare to celebrate the Water Festival because it is scared of National Rescue Party demonstrations.”
Mr. Hun Sen dismissed the idea and said the skeptics could end up being the target of government loyalists.
“Is the government scared of people? Be careful: They will go to your house,” he said. “I am not warning, but you are unreasonable. Insulting comments cannot be accepted.”

I note from the MRC site that the Tonle Sap water level is currently about 1.5 meters lower than the driest year in 23 years (1992). And that the difference (on this date) in water level between this year and the dry year of 1992 is significantly greater than the difference between 1992 and the flood year of 2000. Further, that another half meter drop by the beginning of next week is predicted.

water will find its own levels so even in the driest times the lake will still have about .7 of a mt.just will mean that the Tonle Sap river will not flow as fast as previous years.
the actual Tonle sap river in Phnom Penh even if the MRC site says zero water,it will still have 8 mts or so in the middle as there site states the level at or near sea levels where as the Tonle sap rivers depth is some 8 to 10 mts below sea levels.most of the normal riverboats with a 1.5 mt draft will operate all year round and also the sand dredges much have some 4 mts or more draft when they are loaded.
the boats in the siem reap river will be racing and the siem reap river has about a mt or 2 of water only.

Apparently they may be racing in Phnom Penh too, just not officially. Pretty bizarre announcement IMO. "Go ahead and race but the government won't provide any safety or security assistance." Same philosophy as the road and traffic system I guess.
So I wonder if the countrysiders may be coming to Phnom Penh afterall, or if the lack of 'official races' kills it.

Regarding the river level, to the best that I can determine this is the lowest the Tonle Sap has been at this time of year since 1988, maybe much longer. I'd be interested in finding a comprehensive water level history, with the actual levels included.

It's supposed to be a big El Nino year this year - jm could well be laughing it up in LA with a shedload of flooding come Jan / Feb.
