Piccola Italia Da Luigi will be closed Mon. through Thurs. Open on Friday the 27th. Not sure about Italian House or Brooklyn Pizza yet. I'm sure some places on 172 will be open, if needed in a pinch.

Who will be open during Water Festival, 2015?
Oh, it is that part of the year again. I have no information but lots of questions.
Not wanting to be a downer, but first time in Cambodia during the water festival and also wondering if places like Lucky Supermarkets and/or the big malls (like the Aeon shopping mall) are going to be open. I forgot to stock food and drinks ahead of time. I know they "cancelled the festival" this year but not sure what that really means. Was it just the boat race? Should I expect Thailand-like constant bath of water and powder every time I leave my room?

They didn't cancel the festival. They canceled the boat races, but then said you can race if you want, but they aren't paying for anything except maybe security. On Tuesday, or Wednesday, or Thursday, we might find out what's going on. Just another holiday in Cambodia!
Thank Buddha they outlawed the water and powder throwing some years back. I would occasionally see it around Phnom Penh over the last 5 or 6 years, but have been able to avoid. I've heard that it still goes on in some provincial towns.
I guess I'll be sitting at Paddy Rice, or someplace similar, watching the world go by. Some of those province girls look quite comical in their clown makeup and "Sunday best." Some also look pretty damn cute!

Songkran is a term derived from the Sanskrit saṅkrānti (or, more specifically, meṣa saṅkrānti). It may refer to the traditional New Year celebrated in Thailand and several Southeast Asian countries when the sun transits the constellation of Aries, the first astrological sign in the Zodiac, as reckoned by sidereal astrology:

The Empire on st 130 will be open with full food and drink menus and movies throughout the holiday
