I don't think they tip off Cambodians to Americans who aren't fugitives who they suspect of committing crimes in Cambodia. If they did, the CAmbodians would investigate and arrest or not arrest and prosecute or not prosecute, just as they would if no involvement from Us law enforcement.
I think they only ask Cambodians to arrest American fugitives on immigration crimes so they can transport them back to America.

You honestly believe that the Americans have no involvement in providing Cambodian agencies with info about foreigners they believe are involved sex crimes in Cambodia? Have the Cambodian prosecutors ever lost a case?

No, disregard what I said above. It was overbroad and dumb.
I think that : (a) if you are not a fugitive but have a record of child sex crimes in America, or (b) if you are on the radar of US law enforcement as a suspected pedophile for other reasons, like based on conduct in the US, then yes, they work with Cambodian authorities to bust you for pedophilia in Cambodia.
But I don't think the FBI dudes working in Cambodia are stalking or investigating otherwise "clean" American expats who aren't already on FBI radar, in an attempt to find out if they are engaged in child sex in Cambodia.

Found yesterday's Rasmei Kampuchea Daily.
Page 3 says:
'A high ranking immigration police official told Rasmei Kampuchea Daily in the afternoon of April 21st that an American was arrested at house number xx, Street xx, BKK x ,. This American committed offences in America and fled to hide in Cambodia.
The arrest was performed by resident American FBI and the immigration department.
The official further informed that the American was taken to the immigration department for questioning.
General Uk Heisela informed that the American was arrested because he doesn't have a passport or visa and he was therefore residing illegally.
He confirmed that, "He absconded illegally from America, they didn't permit him to leave the country because he committed indecency*, they didn't authorise him to leave America, he escaped and fled to Cambodia."
Please be informed that the arrested American is disabled in his left leg and is sitting in a wheel chair because he was in the past in a traffic accident. He has a Khmer wife'

Or 'indecency' as I translated it. The word doesn't actually mean against a child but Google translate would/does translate it often as pedophilia as it is most often used in Cambodian press in that context

I am not under investigation for sex crimes in Cambodia or US. I was never questioned about any of that stuff. Only the status of my passport and visa. Btw I am still here. Thanks to this false reporting I am sure it will be difficult for me to find employment in Phnom Penh now. How do I book a flight out of US post 9/11 if im a fugitive? That is completely silly.
The media reported the incorrect crimes, however the guy is still a criminal is that correct? He was trying not to comply with the visa/work permit requirements?

I keep my visas up to date however since the problems with the accident and immigration would not give me a visa because I had less than 6 months on my passport it took almost 2 months for me to get into the embassy for a renewal appointment. That is why my visa is expired. What I think might have happened. Since I filled out the documents and gave the embassy my passport for renewal. They contacted immigration to inform them I had expired visa. How I came to be a fugitive pedo freak on the run is anyones guess

So, let's say there is a paradigm at work. Which are the ways that they connect with each other?
1. APLE inform the police who then inform the embassy and the press.
2. The embassy inform the police who then inform APLE for monitoring.
3. APLE inform the embassy who inform the police who then inform the press.
4.The embassy inform APLE, who after investigation, inform the police who inform the press.
Which ever way round it was in this instance, someone made a major mistake. One that definately has caused loss of employment opportunities/ livelihood. It doesn't even matter if he is proved innocent by a statement from the embassy, APLE, the police or the press I wouldn't have thought. Cambodian school directors will shy away from any sort of slur because they are afraid they will lose students and therefore money over it.
I could state a recent example, not even to do with pedophilia, where this has been the case but won't right now.
APLE were investigating the wrong guy it seems, how bad does that leave them looking? They must have been following him for a while. Didn't they put two and two together and realize? Obviously not.
The embassy is a harder one to believe. Different DOB and location. Slightly different spelling of the name. Should have at least been gone into. I wonder what tipped them off in the end? Probably it took someone involved on the case to realize one was 6'4 and the other was 5'4 after they had picked him up. WTF!
I can't see the embassy informing APLE of the wrong guy and just leaving them to go through the courts, but I could see that APLE might inform the embassy and the embassy make mistakes and leave some innocent guy to go through the Cambodian legal system.
That they also had the cheek to charge him for a new visa etc after that!!!

Absolutely disgusting journalism.
Ethics and journalism rarely meet but in Cambodia, never. I too have been the target of a particularly nasty and highly defamatory article in the Cambodian press.
Too I late for this guy, the damage is done and with the best court system money can buy the guy will not be able to get any sort if of compensation. Heads should roll for this but no doubt, they won't.

Anything is possible as you stated. However just use critical thinking. How do I leave the USA as a fugitive? My passport would be blacklisted and I would be denied entry onto the flight by the TSA. If I am a fugitive on the run, do you think I am so stupid as to go to the US embassy for passport renewal? Thats insane.
