Police Shoot into Air After Mob Beat Driver of Car Has Accident in Khan Chamkar Mon All the Way to Khan Duan Penh

Phnom Penh: 2 very drunk Japanese drove their modern car extremely fast and smashed into a concrete central lane barrier which caused them to collide and damage a motorbike, cars and a tuk-tuk that were parked on the sidewalk and to injure a woman badly.
This happened at 9:50pm, 10th of June 2016 in front of Smart company (HQ?), on Monivong, Boeung Trabek, Khan Chamkamorn, Phnom Penh, the car and owner were later caught near to Psar Kandal police station.
According to a witness at the scene, a White Fortuner car with Phnom Penh plates 2Z-3000, being driven too fast by 2 very drunk Japanese along Monivong Boulevard, where the car hit the central divider causing ties to burst which then caused the Fortuner to hit a husband and wife driving a motorbike and caused them serious injury. The car then crashed into a car showroom damaging two cars.
Another witness said that after this initial accident the car fled towards Psar Kandal in Duan Penh and then collided with a Highlander that was parked in front of the market and damaged badly the front of this car, they also crashed into a Tuk-Tuk parked there causing it to overturn. Then many citizens were angered and joined together to violently smash the Japanese’s car breaking the front and back windows after that they attacked the Japanese. The police then became afraid that the mob would beat the man to death, so they shot 2 or 3 bullets into the air and took the Japanese to Psar Kandal Police station for safety.
Later the car was taken to the traffic police headquarters to be stored.

Correction: the car's tires didn't burst when it hit the central divider, it says the collision caused many of the cement blocks to be broken

I hope these idiot foreign drivers got beat up real bad. What the hell is going on lately, always seem to be foreign (mostly Chinese and Japanese) drivers getting into accidents thinking they can get away with their actions.
What do these people do for a living, apart from playing real life GTA on Phnom Penh's roads? Why are they even needed in Cambodia? Why can't locals just do their jobs? Seriously, Chinese and Japanese shouldn't be driving anything bigger than a bicycle in Cambodia. If they can afford such nice cars (even if they're company vehicles) surely a local driver can also be hired for say US$300 a month?
Hope they get deported.
