I am an English teacher recently arrived in P. Penh. I do not intend to drive in the city traffic and so need to arrange regular transportation to / from work
either by city bus or tuk tuk.
Do tuk tuk drivers work on a contract basis at a reasonable rate?
Where can I find information about city bus lines if any?

Welcome in Phnom Penh. I was scared as hell when I arrived in Cambodia and I was sure I would never participate in the crazy traffic. Now I do. Maybe in a few days / weeks you have a different view, so do not make long term commitments with with a tuk tuk driver. A daily tuk tuk service will be a financial as well as a social burden, and don't expect Western service / punctuality. Not sure it's recommended to have a long term arrangement with a tuk tuk driver. Whatever you do, never pay too much upfront.

Give it some time. The traffic isnt so bad as it seems at first. Just have to get into same mindset. People drive rather slow and let others pass infront of them. Go to Saigon for a few days and the traffic in Phnom penh will be seem as something a man with no arms could handle.

Big chunk of a TEFLrs income.
Mind you if TELFrs were capable of realising such facts they would not need to resort to being a TEFLr; they would probably be capable of earning a real income from a decent paying job.
That said I think TEFLrs provide an important service in Cambodian society. I respect them for what they do for what they get paid; charitable people.

If travelling by yourself best to go for a motorbike taxi, half the price and a bit quicker travelling time.
Even better, splash $100 and buy a bicycle

Always annoyed that however long I've known a tuk tuk driver or how much I've used him he always tries to push it to tourist prices. If you get a bike it will pay for itself in no time besides being much quicker. If you use a moto dop don't use random ones late at night... At least with a tuk tuk you have a better chance of getting away if they are bad guys at those times
