Problems with business visa
I have some clients flying into Cambodia from 3rd world countries which regardless of the fact that they own already companies here (even large companies) they have the business/ordinary visa regularly denied and are forced to stay here on tourist visas.
These are people that have no problems traveling to the USA or EU so they should not have any personal issues.
Is there any agency or person that you would recommend to sort out this visa issues?

That doesn't make much sense. I have never heard of anybody who owns a company here who is unable to get a ordinary visa. How did he get a company registration and tax license? Even drunken potless sexpats can get Ordinary visas at lowly motorcycle shops. Why can't these guys get visas? What is the rest of the story? Have they tried applying for the E-type Ordinary visa from their nearest Cambodian Embassy, or have they just been applying for a VOA?
I'm not a negative person, I encourage people all the time...it's usually to f**k off! But, whatever.

Indians and most African nationalities get this shit treatment.
Some colleagues of mine were held at pochentong for hours and agressively questioned about their reasons for visiting, and eventually denied anything but a tourist visa. They were Indian.
Seems to be an unofficial, official, blacklist for various middle eastern and south Asian nationalities, and pretty much all black Africans.
Easy to get around, but discriminatory and a hassle.

There are fees. But you may be correct. I am not sure if one is required a visa at all. But I do recall when registering my own various licenses here, copies of my valid business visa seemed to be an important element. Tourist visa is enough for any shareholders in order to register a business. We do business incorporations very often and from time to time shareholders only fly in to sign documents and than fly back. I can't disclose too many details about my clients but in one case the person has no access to his embassy without issues so VOA is preferred.

Why post here then if you intend to ask for advise while letting everybody guess what exactly is going on?

It read to me that the 'details' were surrounding the reasons why the person could not contact his embassy (government) without issues with his own government - given as an example of Jack's clients, rather than this specific client in particular.
