APLE; and the lack of decency with underage girls
Ugh, this post almost brings me to tears.
I have never posted on this board, but I've lived in Phnom Penh for 5 years since retirement and have enjoyed the bickering on this forum since day one. All of you are highly entertaining.
However, I am old and tired and I just want to be left alone, but in a previous life I was a police detective (Houston, Texas). I came across a "friend of a friend of a friend of a friend of a friend" type of scenario where some perp was trying to procure a ""12-ish" year old girl. He specifically asked me for photos of any potential vics not knowing that I had a law enforcement background...
He only knew my wife and didn't know my background in the US, i.e. a law enforcement background.
I contacted APLE immediately, who I thought actually gave a damn about underage exploitation, only to be stonewalled. They clearly don't give a s***.
I had my Cambodian wife contact the local police chief who seems to not give a s*** either.
How the f*** do you report the (eventual) exploitation of a 12-year old girl?
Am I missing something?

ten-year old Filipina who smiles coyly at the camera and is - it seems - willing to do naughty things in front of a camera lens if enough
money flows her way.

So just to trying to understand how exactly they "stonewalled" you here - is this right... You emailed them telling them you had info on a potential offender, but you didn't give them the necessary detail, thinking they would then contact you for more information, which they didn't. To clarify, I did not mean to denigrate the "The Friends International Phnom Penh Child Safe Hotline". I just called them and they said they would take the case. I only meant the previous.
So my apologies if anyone thought I was disparaging the "The Friends International Phnom Penh Child Safe Hotline" as I have zero experience with them so far.
My only experiences before have been with APLE and with the Cambodian law enforcement.
And, look, I'm not naive. If it was some dude looking for a 17 or even 16 year old girl I'd probably turn a blind eye. But a dude looking for a 12-year old chick. I'm sorry. I might be old and with grey hair but somebody needs to lock him against the rail and teach him some manners.

Yes, they took the information, and their English was passable...but in the end....it was like calling a "call center" in Manila. They just didn't care.
I told them that a Russian-French national was flying into Phnom Penh next week to rape a 12-ish year old girl and the "call center" girls couldn't wait until they got off the phone so they could go back to whatever app game they had installed on their iPhone.
They just didn't care.
I'm not an idiot. And I have handled more child predator cases than probably the entire police department in Phnom Penh bothered to even to look into.
I'm trying to enjoy my retirement and I don't want the drama and b.s. But in 10 days, there is going to be some 12-year old girl getting raped by a barang and no one gives a shit about her. End of story.
