Assuming the story is true, it sounds a bit like that to me too. Trying to understand in part because I had a problem reporting something similar to an NGO here a few years back, but they couldn't be bothered to even take the info. Whereas it sounds like APLE did do all of the relevant things for you. What more exactly were you expecting of them?
I guess the APLE people didn't sound excited enough to him.
And his reluctance to give a straight and clear answer is rather suspicious. Not very Texas either.
Do you know how many arrests and how much paperwork you would be dealing with for minor arrests?
Do you think the LT approves that overtime for minor arrests?

I find these two statements to be inconsistent.
As a cop, if you were questioning someone, who first described a criminal associate as "literally a friend of a friend of a friend of a friend," and then described him as a client for many years.
So you're friends with a brothel owner in Cambodia, you and your wife have clients who sometimes travel to Cambodia, and at least one of your clients knows that you are friends with a brothel owner and feels sufficiently comfortable asking you for help procuring a 12 year old girl for sex.
I think you should tell us what business you and your wife are in, because otherwise, it sounds pretty shady.

I'm leaning troll APLE-basher at this point. Doesn't read like a cop. Story doesn't seem consistent. I never implied I actually met the guy or knew anything about the guy.
He was just a client who was referred from a, quote on quote, "friend of a friend of a friend" etc etc etc.

The best advice has already been given CJ. Forget APLE and contact James McCabe at the Child Protection Unit. He has the resources and contacts to make things happen.
