The case is far too public for it to be swept under the table, and the crimes were committed in Cambodia. The guy was arrested in Vietnam and shipped back to Cambodia and the authorities have been working well together. I'd say there is zero chance this will be fudged.
He was arrested in HCMC, and is still there.

Reads as though it's due to extradition laws. An official is quoted as saying
«យោងតាមច្បាប់អន្តរជាតិ យើងមិនអាចយកមកកាត់ទោសនៅប្រទេសយើងបានទេ បើទោះបីធ្វើខុសនៅលើដីយើងក៏ដោយ។ ដូចកម្ពុជាយើងក៏មិនអាចចាប់ពលរដ្ឋយើង ប្រគល់ឲ្យគេបានដែរ ទោះបីធ្វើខុសនៅប្រទេសគេ គឺយើងកាត់សនៅប្រទេសយើង»។
"According to international law we can't take (him) to be sentenced in Cambodia, even if the crime was committed on Cambodian soil. Similarly for Cambodia, we can't arrest our citizens and hand them over (extradite) to other (countries) even if they committed offences in the other country, that is we would have to settle it in Cambodia"
