No idea what Abou-Gor said above.
But was interested to read this near opinion piece (I say near as not much opinion or analysis is actually given) on Koh Santepheap titled "Was Attack on Car & Driver Due to People Having Lost Faith in Judicial System?"
https://kohsantepheapdaily.com.kh/article/161896.html
The article itself recounts the accident and the mob attack, suggests in a brief paragraph that some people have expressed an opinion that the mob attack could be the result of a loss of belief in the judicial system (but doesn't analyse this opinion) and reports the results of a Koh Santepheap survey in which FB followers were asked 'If you were at the scene of the accident would would you have done?' 48% of people voted that they would have waited and handed the driver of the Camry over to the police for them to deal with according to the law, 27% would have joined the mob and attacked following their rage, 11% would have tried to stop and apprehend the mob attackers , and 14% responded that they would have stood and watched and just taken photos and videos to upload to Facebook.
Despite the lack of real insight in the article, still quite a bold headline & suggestion from a CPP paper.
Other websites reporting the driver is still in a coma at Russian hospital.
