Directly across from my apartment is a new block of apartments being built. The usual assembly of Khmers workers both male and females along with offspring. Most seem to live on site.
A week ago I was woken by loud yelling and screaming. From my fourth floor balcony I caught the tail end of a khmer male kicking a young khmer female while she was covering herself on the ground. She lay there for a minute or so, then went back inside the building. The next day and following ones I have seen her back at work...slogging away on lugging sand and bricks.
Last night around 1am same thing but much much worse. This time he has her by the hair and was kicking and punching her. Her screaming was horrific with pure fear. More horrific there was at least four other khmer males and one older female doing nothing to help her. He left her alone for a couple of minutes, then the prick gave her another kicking for his pleasure. It was horrible to watch. And watch was all I did. All the khmer males went back to drinking while she sat alone sobbing.
I abhor violence against women from brutal males. I abhor males who watch and let it happen. Yet here am I being one of them doing the same. All because I am in a different country with different rules, morals and consequences. In my country I would have had no hesitation in stepping in and confronting the male. Here shouldn't be any different either...but it is isn't it.....right? I might cop a bashing...not from the offender....he is the least of my worries. I'm big enough and are confident enough that he would not be a problem. Bullies and women bashers only prey on the weak..they cower and run when there is a possibility of someone stronger than them confronts them.
I've seen mob violence in Cambodia against a single person. This is possibly a scenario for a barang interfering right? What are the other scenarios here? Doing nothing if it happens again will be my shame. No woman...especially one as defencless as her deserves that.Downstairs in my apartment block sleep three security guards. When i talked with them about it this morning..they did the stupid khmer grin and laugh of embarrassment and told me best not to get involved. The owner of the apartment block is a high up policeman and lives here too. What a comfort for her....not!

I get your anger and wanting to intervene, but do so at your own peril. I once made the mistake of stopping a man from throttling a woman outside a Subway sandwich shop in Florida. No one else around. I separated the two, with her screaming and crying for help and pushed him away, hoping she would run away or get help inside the shop or something/anything. As my back was turned to the woman, facing the large, aggressive drunken male, she picked up my car keys off the ground, laced the keys between her fingers and swung at my face from behind and to the side of me, breaking and knocking new eyeglasses off my face. Nearly took my eye out. Distracted me enough for the man to run at me and get a few good punches and kicks in. She then threw my car keys into a swamp off to the side, kicked my bagged sandwich in there too, and then off they went, hand in hand...leaving me stranded far from my hotel in a tiny, nothing town on a late Sunday evening, with miles to walk, nearly blinded, through a mega swarm of Florida swamp mosquitoes at night.
Since then I mind my own business. Such things don't always work out as you planned, was my point there. You would quite probably become the target for all those Khmer men, while she has got to continue working and living there long after you're gone. If you're cool with that, then do as you will.

Shame is the best medicine here rather than confrontation.
Buy a high power torch, and next time it happens, shine the light on him and film it with your phone without saying a word.
Then post to Facebook.
Better yet, tag in the developer or owner of the condo.
Also if he doesn't like that, and wants to come pick a fight, you now have a pass to flatten him without being the initiator. Which means you won't be blamed by bystanders or the law.

Didn't eat the sandwich. Made a hopeless and pointless attempt to retrieve my car keys, but had zero hope of finding them in water at night while mostly blind ,so started the long walk back to my hotel, bleeding quite severely as she had tore my eyelid open.

I've had several arguments with Khmer neighbours over the years due to them being total arses. Not once have I been threatened or twatted.
OP go over there and have a fucking Barney with them all. You may want to grow a set and remove your mangina first though.

Agreed, don't be a pussy. What you should do is film the incident if it happens again, and provide the video to police anonymously, get a khmer friend or your landlord to help you. Or go there and talk to the manager so he knows what his workers are doing.
This should be enough to give the guy a warning and you could possible save that woman.
