The first heading has a full stop, the second does not.

Not at all, I'm just stating that the books will be taught by non-native speakers. The ministry generally only employs Cambodians. It would of course be a good idea to get a native-speaker who also knows about time-lines to edit the books.

Leaving out the "a" in "a quarter ...." is the first step towards pidgin English. To not give "bad examples" in speaking English, I try to avoid everything at the short-cut side.
