What fallback options do you guys have for when the landline internet or local electric goes down?
In Thailand I have an AIS fixed data plan, 1mbps which is plenty for me. costs about $6/month. I use it when True goes down for whatever reason. If there's something like that in Phnom Penh that would be great.

The pub has internet when I don’t and I have to drink something to use it so it’s sort of a win-win situation when the internet cuts out.

Just use your phone's hotspot and get a plan like Cellcard's "Big Love" plan with plenty of data.
If you want a better option for multiple connections, get a cheap mobile hotspot.
The speed isn't great, but it's better than nothing.
