A friend of mine who settled in Cambodia and had a child was strong in the opinion that you really owe it to your offspring to give them the very best opportunity in life, so moved the family back to UK, despite having a fairly comfortable existence in Phnom Penh, but by no means close to an NGO all in package or similar.
Affording top teir schooling in PP is one difficulty, but access to nature/wildlife/the outdoors back home is invaluable, and far eclipses broken glass covered playgrounds and shopping malls in terms of opportunities for children to play and learn.
That's if you place importance on the outdoors as opportunities for growth, which I do, as that's the childhood I knew, as did the guy in my story who relocated.
Of course, many expats do make it work in PP for their families and have well rounded kids. It really comes down to income, I think.
