Enquiry Driving through Cambodia

I hope, you can help me.

Mr. Schaller drives with his own car from Germany through many countries to Thailand and would like to drive now from Thailand to Cambodia.
He has an International Driving License, a Carnet de Passages en Douane and an english translation of vehicle registration.

He received the information that he needs a permit from the ministry of tourism.

Do you know if this is really necessary?

Is a Cambodian Driving License helpful?

Mr. Schaller wants to stay in Cambodia max. 1 week.

Please answer soon as possible!

If he has an international drivers licence and all the legit paperwork for the vehicle, then all he's likely to need at the border is a bit of cash and maybe a translator.

The key is to prove that he isn't driving the car here to sell (without paying import tax) so photographs of his travels so far through lots of different places with the car might help him explain the concept.

For what it's worth, I've been driving here for years, and have no license of any kind anywhere in the world. Even when I crashed into a "parked cow" (cow tied to a lead that was too long and allowed it to stick it's head in the road), no one asked if I had a license, they just wanted to know if I had enough money to pay for the cow.

So, the border is the only issue, once you're here it's all good.

I drove my thai registered car all over Cambodia no problems.

Leaving thailand he will need to sign out and they will ask for the papers he used when he came in. Its pretty straight forward and the thais are easy.

At the Cambodian border he will need to show the papers that the thai side gave him or here he might be asked to show the Carnet and make sure he gives them COPIES not the orignal unless he plans on exiting at the same border and at least for Ko Kong they will keep them and give him a plastic red card with a Cambodia number on it. They will ask how many days he will stay in Koh Kong and charge him 100 baht/day ( i usually said or 4 and always stayed a lot more)

The other borders do not charge this 100 baht.

Keep in kind no insurance is good in Cambodia unless its Cambodia insurance.

Just curious... is he planniong on exiting thru Vietnam?
