According to the translation posted by CNE in the comments on its Facebook page, a "Frenchman" met her online and made an appointment with her and she went to Kampot eleven days ago and hasn't been heard from since then.

It says she was last seen going to Sorya bus station to get a bus to Kampot, and I'm a little unclear whether met the foreign guy in Phnom Penh and they were traveling to Kampot together or whether he made an "appointment" for her to travel alone to Kampot to meet him there.
